Joe Osgood as he calls himself is an elected County Commissioner in Sullivan NH but lives in Lakeland Florida four to six months a year. And been during this for the past three to four years.
Osgood attends the Sullivan County Commissioner meetings by Zoom or telephone, and holds NO office hours during those four to six months a year.
How does he represent the good people of District 1: Claremont & Cornish NH when he is not there?
The Lakeland Gazette had a landowner in Claremont contact the county office to set up a face-to-face meeting with Commissioner Osgood and they stated he’s currently in Florida.
Osgood would not return our phone calls.

The Lakeland Gazette has repeatedly tried to reach the County Manager Derek Ferland for a comment, but as of the posting of this editorial, Ferland has NOT returned our phone calls.
Currently, Osgood owns two mobile homes one that is up for sale and another one a different mobile home park that he just purchased it and has move into it.
It not against NH law to be elected in Sullivan County and live in Florida, but it is ethically wrong.
Osgood has violated Florida law… if you live in Florida for more than 30 days must register your out-of-state vehicle within 30 days. And Show proof of Florida insurance.
Florida residency includes: Enrolling your children in public school, registering to vote, Filing for a homestead exemption, Accepting employment, and purchasing a home or signing a lease for more than 6 months.
He currently owns two mobile homes. All Mobile Home Park leases are yearly.
Also, you must obtain a valid Florida driver’s license within 30 days to drive on Florida roads.
The Lakeland Gazette has proof that Osgood’s vehicle still has NH tags on it.
Osgood has destroyed the feral cat population in one Mobile Home Park. He told the Home Owners Association that Polk County Animal Control does not put cats down. This is NOT true, Polk County Animal Control is the number kill shelter in Florida! (Look it up)
When Osgood delivered 20-plus cats to Polk County Animal Control 17 were euthanized. He is known in that Mobile Home Park in Lakeland as the “Cat Killer”.
That is why he has moved out of that park and purchased another mobile home in a different park.
Osgood also uses his current position to get on the HOA boards….. Which also is ethically wrong.
For someone that has a background like Phillip Joseph Osgood:
- A business owner
- Cornish, New Hampshire Chief of Police
- State of New Hampshire, State Representative
Phillip Joseph Osgood is a loose cannon. The voters should be aware of what Commissioner Osgood during not just in Lakeland, Florida but not being a good elected official for the people of Claremont & Cornish NH.
