She began collecting her \u201cdeferred annuity\u201d from the USPS at age 62 and she plans to collect her Social Security benefits at age 67, which is her full retirement age (FRA).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"588\" src=\"https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/04\/1140-social-security-card-money-1024x588.jpg\" alt=\"\" class=\"wp-image-53085\" srcset=\"https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/04\/1140-social-security-card-money-1024x588.jpg 1024w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/04\/1140-social-security-card-money-300x172.jpg 300w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/04\/1140-social-security-card-money-768x441.jpg 768w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/04\/1140-social-security-card-money.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Her Social Security benefit before the Windfall Elimination Provision is less than 50% of my Primary Insurance Amount, so the plan is for her to start collecting a \u201cspousal\u201d benefit from me at age 67. My question is: will my wife\u2019s spousal benefit be reduced by both the Windfall Elimination Provision and the Government Pension Offset (GPO)?&nbsp;Signed: Inquiring Husband<\/p>\n\n\n\n<p>Dear Inquiring Husband:&nbsp;Your wife cannot separate her personally earned Social Security retirement benefit from her Social Security spousal entitlement from you &#8211; whenever she applies for Social Security, your wife will be automatically deemed to be filing for all benefits she is entitled to when she claims.&nbsp;<\/p>\n\n\n\n<p>Because your wife has a \u201cnon-covered pension\u201d from the US Postal Service (USPS) &#8211; and assuming that pension is under the older \u201cCSRS\u201d (Civil Service Retirement System) &#8211; your wife\u2019s personally earned SS retirement benefit will be reduced by the Windfall Elimination Provision (WEP).&nbsp;WEP reduces Social Security retirement benefits for anyone who also has a pension earned while not contributing to Social Security.&nbsp;<\/p>\n\n\n\n<p>The Government Pension Offset (GPO) is different: the GPO will affect any additional amount your wife is entitled to as your spouse, which we refer to as her \u201cspousal boost.\u201d&nbsp;The \u201cspousal boost\u201d amount is the difference between your wife\u2019s pre-WEP FRA entitlement and 50% of your FRA entitlement, which is your Primary Insurance Amount.&nbsp;Because of her USPS pension, GPO will reduce your wife\u2019s \u201cspousal boost\u201d by 2\/3rds of the amount of her non-covered pension, which may eliminate her potential spousal boost.&nbsp;<\/p>\n\n\n\n<p>So WEP will affect your wife\u2019s personally earned SS benefit, and the GPO will affect her spousal entitlement from you. But, depending on the amount of her USPS pension, your wife will not be entitled to an additional amount as your spouse if 2\/3rds of her USPS pension amount is more than her \u201cspousal boost\u201d amount.
