It asks how and why certain decisions involving vendors were made.<\/p>\n\n\n\n\n\n<p>This is coming up now because Oakes had his food vending contract terminated by the district after controversial Facebook posts more than two years ago.<\/p>\n\n\n\n<p>The documents show Oakes hired a private investigation firm to explore how the district finds and hires vendors.<\/p>\n\n\n\n<p>One deal the private investigator looked into was a $3 million locksmith contract.<\/p>\n\n\n\n<p>It went to two companies, neither of which seemed to fit the district\u2019s minimum requirements and one of which is part-owned by a newly appointed official.<\/p>\n\n\n\n<p>The school shooting at Broward County\u2019s Marjory Stoneman Douglas High in 2018 shattered ideas of safety and security on campuses across the state.<\/p>\n\n\n\n<p>A year later, in 2019, Florida school districts still scrambled to upgrade school security, part of that involved upgrading locks on schools throughout Lee County.<\/p>\n\n\n\n<p>Lee County School Board members Betsy Vaughn and Gwyn Gittens pushed for an exhaustive search for the best and most affordable locksmith vendor.<\/p>\n\n\n\n<p>\u201cI was accused of being in the weeds, of saying things or asking for things that were not my business,\u201d Vaughn said.<\/p>\n\n\n\n<p>Meanwhile, Gittens said: \u201cI was told stay in your lane and stop asking questions. And I asked more questions.\u201d<\/p>\n\n\n\n<p>The board eventually awarded the $3 million contract to two vendors \u2013 Big League Builders Inc. and Integrity Builders of SWFL Inc \u2013 on Dec. 10, 2019.<\/p>\n\n\n\n<p>By the district\u2019s own guidelines, state records appear to show that neither company fit the minimum requirements to get the contract.<\/p>\n\n\n\n<p>When asked about the way contracts were rewarded, Vaughn said, \u201cAbsolutely, it\u2019s part of the good old boys club.\u201d<\/p>\n\n\n\n<p>According to the district\u2019s invitation to negotiate for the locksmith deal, applicants needed five consecutive years in related business, something companies could show with their Sunbiz profiles.<\/p>\n\n\n\n<p>However, Sunbiz records indicate Big League Builders incorporated in March 2018, just a year and a half before Dec. 10, 2019, when the company was given the contract.<\/p>\n\n\n\n<p>\u201cWe did ask for, I guess you could say, a waiver for the fact that we didn\u2019t have a locksmith company,\u201d said Mike Greenwell.<\/p>\n\n\n\n<p>Greenwell owns 10% of Big League Builders and is listed as the group\u2019s trustee.<\/p>\n\n\n\n<p>His sons Bo and Garrett Greenwell own the rest of the company.<\/p>\n\n\n\n<p>How did Big League Builders get awarded a multi-million dollar contract that they weren\u2019t technically eligible to apply for?<\/p>\n\n\n\n<p>\u201cWe did have experience in that. Being a homebuilder and being involved as much as we are in the building, every house has doors and locks on it,\u201d Greenwell defended.<\/p>\n\n\n\n<p>Greenwell\u2019s situation gets even more complicated after Gov. Ron DeSantis recently appointed him to the Lee County Commission. He is also running to hold the position full-time.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/08\/vlcsnap-2022-08-02-06h06m05s532-1024x576.png\" alt=\"\" class=\"wp-image-54495\" srcset=\"https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/08\/vlcsnap-2022-08-02-06h06m05s532-1024x576.png 1024w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/08\/vlcsnap-2022-08-02-06h06m05s532-300x169.png 300w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/08\/vlcsnap-2022-08-02-06h06m05s532-768x432.png 768w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/08\/vlcsnap-2022-08-02-06h06m05s532-1536x864.png 1536w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2022\/08\/vlcsnap-2022-08-02-06h06m05s532.png 1920w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Greenwell was asked about potential conflicts of interest for an elected official to be involved with 8-figure contracts paid for by taxpayer dollars.<\/p>\n\n\n\n<p>Greenwell said he is stepping back from his family business to avoid that problem.<\/p>\n\n\n\n<p>\u201cI didn\u2019t completely step out. I\u2019m stepping back. I think that\u2019s the most important thing. It\u2019s still a family-owned business,\u201d he said. \u201cI always knew this might be something that I wanted to do. This seemed like great timing.\u201d<\/p>\n\n\n\n<p>Integrity Builders of SWFL, the second company awarded the locksmith deal, was incorporated on April 22, 2019, just months before Dec. 10, 2019. They received the deal even though they seemingly failed to meet the 5-year requirements.<\/p>\n\n\n\n<p>The news reached out multiple times to the vice president of Integrity Builders of Southwest Florida, Peter Zielinski.<\/p>\n\n\n\n<p>All of our voicemails and calls went unanswered.<\/p>\n\n\n\n<p>District records show that three months after Big League Builders and Integrity Builders were awarded the $3 million contract, the district approved an increase in the deal, making it worth almost $11 million because \u201cprogress was moving faster than anticipated.\u201d<\/p>\n\n\n\n<p>But, was the work being done correctly?<\/p>\n\n\n\n<p>Pictures obtained by local media show locks were improperly installed and the topic came up at public board meetings.<\/p>\n\n\n\n<p>\u201cI saw pictures of locks put in upside down,\u201d Vaughn said. \u201cI was livid.\u201d<\/p>\n\n\n\n<p>Seven months after the contract increase, a company named KPBG properties was established and the principal members include Peter Zielinski, Bo and Garrett Greenwell.<\/p>\n\n\n\n<p>The principal address is for an empty plot of land in Olga.<\/p>\n\n\n\n<p>So why was a company started between the two separate businesses months after they were awarded a contract worth almost $11 million in taxpayer dollars?<\/p>\n\n\n\n<p>\u201cThere was a piece of property that was brought to our attention,\u201d Greenwell said. \u201cThey were interested in buying it and came to us and asked if we\u2019d be interested in being partners in it. So, of course, we think it\u2019s a potential great spot, so we bought it.\u201d<\/p>\n\n\n\n<p>Meanwhile, Oakes, who still believes his vending contract was unfairly terminated over a controversial Facebook post, won\u2019t accuse the locksmiths of bad intentions, but he does want answers to how Lee schools are giving out and terminating contracts.<\/p>\n\n\n\n<p>\u201cThey didn\u2019t meet the minimum criteria, there should be nothing left to say, right,\u201d Oakes said. \u201cWe need to look into it.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Newly uncovered information may raise questions about how the School District of Lee County awards contracts worth millions of dollars in taxpayer dollars to vendors.
