For a\ndepiction of areas at risk, please see the National Weather\nService Storm Surge Watch\/Warning Graphic, available at\nhurricanes.gov.  This is a life-threatening situation.  Persons\nlocated within these areas should take all necessary actions to\nprotect life and property from rising water and the potential for\nother dangerous conditions.  Promptly follow evacuation and other\ninstructions from local officials.\n\nA Tropical Storm Warning means that tropical storm conditions are\nexpected somewhere within the warning area, in this case within the\nnext 12 hours.\n\nFor storm information specific to your area, including possible\ninland watches and warnings, please monitor products issued by your\nlocal National Weather Service forecast office.\n\n\nDISCUSSION AND OUTLOOK\n----------------------\nAt 700 AM CDT (1200 UTC), the center of Tropical Storm Fred was\nlocated near latitude 28.6 North, longitude 85.8 West. Fred is\nmoving toward the north near 9 mph (15 km\/h) and this general motion\nwith a slight increase in forward speed is expected through today.\nOn the forecast track, the center of Fred should move across the\nnortheastern Gulf of Mexico today, and make landfall in the Florida \nPanhandle this afternoon or early evening.\n\nMaximum sustained winds are near 50 mph (85 km\/h) with higher\ngusts.  Some strengthening is forecast before landfall.  After\nlandfall, Fred is expected to quickly weaken.\n\nTropical-storm-force winds extend outward up to 90 miles (150 km)\nfrom the center.\n\nThe estimated minimum central pressure is 1002 mb (29.59 inches).\n\n\nHAZARDS AFFECTING LAND\n----------------------\nKey messages for Fred can be found in the Tropical Cyclone\nDiscussion under AWIPS header MIATCDAT1, WMO header WTNT41 KNHC and\non the web at <a href=\"http:\/\/www.hurricanes.gov\/graphics_at1.shtml?key_messages\">www.hurricanes.gov\/graphics_at1.shtml?key_messages<\/a>.\n\nRAINFALL:\n\nFred is expected to produce the following rainfall amounts:\n\nThrough Today...\n\nSouthern and Central Florida... 1 to 2 inches of additional rain\nwith isolated maximum storm totals of 5 inches are expected..\n\nThrough Tuesday...\n\nThe Florida Big Bend and Panhandle... 4 to 8 inches of rain with\nisolated maximum storm totals of 12 inches are expected.\n\nSoutheast Alabama through western and northern Georgia, and the\nwestern Carolinas... 4 to 7 inches of rain with isolated maximum\nstorm totals of 10 inches are expected.\n\nThrough Wednesday...\n\nPortions of the Mid-Atlantic States...2 to 4 inches of rain with\nisolated maximum storm totals of 6 inches expected as Fred interacts\nwith a nearby front.\n\nHeavy rainfall across portions of the Southeast and Mid-Atlantic\nStates could lead to flash, urban, small stream and isolated river\nflooding impacts.\n\nSTORM SURGE:  The combination of a dangerous storm surge and the\ntide will cause normally dry areas near the coast to be flooded by\nrising waters moving inland from the shoreline.  The water could\nreach the following heights above ground somewhere in the indicated\nareas if the peak surge occurs at the time of high tide...\n\nIndian Pass, FL to Steinhatchee River, FL...3-5 ft\nSteinhatchee River, FL to Yankeetown, FL...2-4 ft\nAL\/FL border to Indian Pass including Pensacola Bay, Choctawhatchee\nBay and Saint Andrew Bay... 1-3 ft\nYankeetown, FL to Aripeka, FL...1-3 ft\n\nThe deepest water will occur along the immediate coast near and to\nthe east of the landfall location, where the surge will be\naccompanied by large waves.
