Elsa is moving north-northwest at 10 mph, with maximum sustained winds at 60 mph. Forecast models have shifted slightly eastward, increasing the likelihood of Elsa hugging the west coast of central Florida.&nbsp;&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-jetpack-slideshow Hurricane watches are in effect for Pinellas County to Lafayette County (Tampa Bay North).
