President Donald Trump plans to declare a national emergency\non Friday over the coronavirus outbreak, invoking the Stafford Act<\/a> to open the door to more\nfederal aid for states and municipalities, according to two people familiar\nwith the matter.<\/p>\n\n\n\n

Trump is under increasing pressure to act as governors and\nmayors nationwide step up actions to mitigate the spread, closing schools and\ncanceling public events. The president said he will hold a news conference at 3\np.m. in Washington.<\/p>\n\n\n\n

The move would allow the government to marshal additional\nresources to combat the virus, and also marks a symbolic turning point for the\npresident, who has repeatedly compared the coronavirus to the seasonal flu and\ninsisted that his administration had the outbreak under control.<\/p>\n\n\n\n

U.S. stocks pared gains on the news, with the S&P 500\nIndex up about 2% at 11:30 a.m. in New York. The decree comes at the end of a\nweek of wild swings in U.S. equities, with Friday\u2019s advance following\nThursday\u2019s worst-since-1987 rout.<\/p>\n\n\n\n

Senate Democrats have urged Trump to invoke the Stafford Act\nand other disaster declaration requests they say would free up more than $42\nbillion in funding for states available in the Disaster Relief Fund.<\/p>\n\n\n\n

An emergency declaration would allow a state to request a\n75% federal cost-share for expenses that include emergency workers, medical\ntests, medical supplies, vaccinations, security for medical facilities, and\nmore, according to a letter Democrats sent the president earlier this week.<\/p>\n\n\n\n

Only a few emergency declarations for public health threats\nhave been made since the 1960s, and only two have targeted disease outbreaks,\nwhen President Bill Clinton in 2000 declared emergencies in New York and New\nJersey in response to the West Nile Virus.<\/p>\n","protected":false},"excerpt":{"rendered":"
