The legislation provides\u00a0no exceptions for rape or incest. The bill now heads to Governor Kay Ivey, a Republican. If she signs it, the bill will become law. Up until Tuesday, she has withheld public comment on the legislation. The legislation \u2014\u00a0House Bill 314, \u201cHuman Life Protection Act\u201d \u2014 bans all abortions in the state except when \u201cabortion is necessary in order to prevent a serious health risk\u201d to the woman, according to the bill\u2019s text. It criminalizes the procedure, reclassifying abortion as a Class A felony, punishable by up to\u00a099 years in prison for doctors.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"538\" src=\"https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2019\/05\/Alabama-State-Capitol-1024x538.jpg\" alt=\"\" class=\"wp-image-42873\" srcset=\"https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2019\/05\/Alabama-State-Capitol-1024x538.jpg 1024w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2019\/05\/Alabama-State-Capitol-300x158.jpg 300w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2019\/05\/Alabama-State-Capitol-768x403.jpg 768w, https:\/\/thelehighacresgazette.com\/news\/wp-content\/uploads\/2019\/05\/Alabama-State-Capitol.jpg 1068w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>It\u2019s the latest in an onslaught of\u00a0state-level anti-abortion measures\u00a0that activists hope will be taken up by the Supreme Court and potentially overturn Roe v. Wade, the landmark 1973 decision that protects a woman\u2019s right to the procedure. Abortion rights advocates have promised to challenge the\u00a0controversial legislation\u00a0if Governor Ivey signs the bill into law.<\/p>\n\n\n\n<p>\u201cWe will not stand by while politicians endanger the lives of women and doctors for political gain,\u201d wrote Alexa Kolbi-Molinas, a senior staff attorney at the American Civil Liberties Union\u2019s Reproductive Freedom Project, in an email to CBS News following the vote. \u201cKnow this, Governor Ivey: If you sign this dangerous bill into law, we will see you in Court\u201d<\/p>\n\n\n\n<p>The legislation will take effect six months after Governor Ivey gives the bill her signature.<\/p>\n\n\n\n<p>Alabama state lawmakers also\u00a0compare abortions in the U.S. to the Holocaust\u00a0and other modern genocides in the legislation, prompting Jewish activists and abortion rights groups to rebuke the legislation as \u201cdeeply offensive.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Alabama State Senate just passed a\u00a0near-total abortion ban\u00a0in a 25 to 6 vote.
