THE FREEH REPORT In 2016

THE FREEH REPORT In 2016, the City Manager engaged Freeh Group international Solutions (FGIS) to conduct an evaluation or “Needs Assessment” of the Fort Myers Police Department (FMPD).

During the assessment, members of FGIS interviewed numerous employees of FMPD. The Needs Assessment process began soon after Chief Derrick Diggs was named Police Chief in August 2016.

Section 1 (C) “Addressing Allegations of Misconduct” on page 7of the FGIC report reads, “FGIS. Found instances in which leaders of the Department took no action to address allegations regarding the integrity of a few officers.

Interviewees. Reported instances in which offers allegedly leaked information to drug dealers regarding search warrants. It does not appear that these matters were ever addressed by the Department.

Instead, these officers, who were not rusted by other officers, witnesses or outside agencies, were promoted and allowed 10 to serve in positions in which they had the ability 10 compromise sensitive investigations. It was beyond the Scope of this engagement to assess the validity of the allegations.

However, the fact the Department did not attempt 0 resolve these issues was a disservice of the Department, as well as 10 the officers who were the subjects of the allegations. It’s recommended that the Department take immediate steps 10 remediate this issue.”

Recommendation #1 stated, “The Department should request outside assistance to investigate the allegations officer misconduct identified during the FGIS Assessment.” Due to the allegations of misconduct relayed by employees of the Fort Myers Police Department during the Needs Assessment conducted by the Freeh Group, Chief Derrick Diggs sent a ‘memorandum to the Department of Justice (DOJ) requesting their assistance in investigating the criminal allegations against several Fort Myers Police Officers.

The Freeh Group interviewers, including Retired FBI SA Tom Lamed, briefed the DOJ on the information they received during the Needs Assessment as it relates to officer misconduct. After the meeting with the DOJ and the FBI, a federal investigation was initiated.

The total FREEH REPORT should be released but the DOJ refuses to do so, they will not state why?
